The United Fund of Jackson County is driven by a dedicated team of individuals who are passionate about making a positive impact in our community. Our team is committed to ensuring that all funds raised directly benefit the local agencies and initiatives that serve the residents of Jackson County.​
Board Members

Dean Clark
Dean Clark has over 23 years of financial experience and over 15 years of management experience. Dean earned both of his associate degrees, one in Accounting and the other in Management Information Systems, at Ashland Community College. Dean is the Branch Manager of PNC Bank in Jackson. Dean joined the United Fund of Jackson County in 2018, where he is currently the President of the Board.

Brian Moore
Brian Moore has been a Board member of the United Fund of Jackson County representing Oak Hill since 2015. Brian is a graduate of the University of Rio Grande with a Bachelor of Science in Accounting with a minor in mathematics and a graduate of Tiffin University with an M.B.A. in Leadership. He brings 30+ years in banking and financial expertise as a Vice President of Regulatory Reporting & Special Projects with WesBanco Bank , an $18+ billion regional financial Institution.
In addition to his service on the United Fund of Jackson County Board, Brian is the Zoning Officer for the Village of Oak Hill, Treasurer of the Jackson County Convention & Visitors Bureau, Treasurer and co-founding member of the Oak Hill Historical Society, Treasurer of the Oak Hill Festival of Flags, a Lillian Jones Museum Board member, and a ten-year member of the Oak Hill Area Chamber of Commerce.
Brian and his wife Rhonda reside in Oak Hill. They have two grown daughters and three grandchildren.

John Pelletier
John is a 1966 graduate of Wellston High School. John Pelletier moved to Wellston in 1965 at the beginning of his senior year in high school. Helped start the family business “The Ponderosa Orchard” with his late parents Horace and Vivian Pelletier. John is one of the founding members of the Wellston OHILLCO Society and served on the Wellston OHILLCO Society Board and the OHILLCO Society’s Community Improvement group. He also holds a list of other titles in the Wellston Community. Including Pastor of the First Presbyterian Church of Wellston and the Wilkesville First Presbyterian Church, former member and past President of the Wellston Rotary Club, a Paul Harris Fellow, current President of Jackson County Fuller Center for Housing (formerly Habitat), current Vice President/Treasure of Wellston Ministerial Association, President of Wellston Alumni Association, President of the JVAC of Jackson County Board and a board member of the Jackson County United Fund. Along with his many community projects he was a broadcaster for nearly 53 years. John retired from Total Media as General Sales Manager in July of 2021. He is currently a Real Estate Agent with Donna Summers Realty in Wellston. John and his wife Connie reside in Wellston and have five children, 13 grandchildren and one great grandson.

Joyce McClurg
After graduating from Oak Hill HS, Joyce attended Ohio University, then spent 30+ years in the Columbus area, and returned to her hometown in 1997. She retired from Nationwide Insurance, Jackson, Ohio. Joyce was a member of the planning committee for Oak Hill’s Central Memorial Park, the Oak Hill Festival of Flags Committee and Beautify Oak Hill Committee. In addition to serving on the JCUF Board, she currently serves as Director of the Oak Hill Food Pantry and is a member of the Board of the J Floyd Dixon Foundation. She has been a volunteer in the music department of Oak Hill Middle/High School for 19 years and has been inducted into the Oak Hill High School Hall of Honor. Joyce is an active member of Oak Hill UMC, where she serves as church organist and President of the Church Council.

Clayton Jones
Clayton Jones has been a Board Member of the United Fund of Jackson County and its predecessor representing Jackson since 1985. Clayton is a graduate of Ohio University with a B.B.A. majoring in Accounting and an M.B.A. Clayton also holds an active Certified Public Accountant certificate. His professional experience includes various staff and management positions in Accounting Departments and Finance with Centrus Energy Corp. and its predecessors, and as a Commercial Credit Analyst with Vinton County National Bank. In addition to his work with the United Fund of Jackson County, Clayton is an active member of Christ Church of Jackson and is currently their Finance Committee Chair. Clayton and his wife, Mitzi, reside in Jackson.

Patrick Ball
Patrick has over 20 years of experience in the employee benefits industry. He earned his Bachelor of Science degree from Miami University located in Oxford, Ohio. Patrick holds his Life & Health and Property & Casualty Licenses, in Ohio, West Virginia, and Kentucky
In addition to Serving on the United Fund of Jackson County Board, Patrick is the President of the Jackson County Port Authority. He is also a board member of Buckeye Community Services, the Jackson Metropolitan Housing Authority and the Jackson County Economic Development Board. Patrick has also been a member of the Jackson Lions Club since 1998.
Patrick, his wife (Melissa) and their two daughters (Josie & Kaylee) live in Jackson, Ohio.

Marsha Lewis
Marsha Lewis has been a board member of the United Fund of Jackson County since 2022. Marsha is currently Sr. Executive in Residence at Ohio University’s Voinovich School of Leadership and Public Service. She has been on the faculty of Ohio University for more than 30 years, working on applied research and technical assistance projects with local and state agencies in Ohio. Marsha holds a bachelor’s degree from the University of Rio Grande and a master’s and PhD from Ohio University. In addition to the United Fund of Jackson County, Marsha is a member of the Southern Hills Arts Council Board. Originally from Coalton, Marsha now resides in Wellston with her husband, Michael Lewis.

Debby Canter
Debby Canter has been a board member since 2019 and is a lifelong resident of the village of Oak Hill and. Debby holds a BS in Elementary Education from Rio Grande College, an MA in Educational Administration from the University of Dayton and is the Southeast Regional Director of the Dolly Parton's Imagination Library of Ohio. In addition to serving on the United Fund Board, Debby is a member of the Oak Hill Festival of Flags Committee, the Treasurer of the Oak Hill High School Music Boosters, Second Vice President of the Jackson Women's Literary Club, a Donate Life Ambassador and serves on the Jackson County Board of Elections. She is also active in The Way Church serving on the advisory committee and is the Children's Church Facilitator and teacher. Debby serves on the Jackson County United Fund Board in memory of her late husband, Jay, who also served on the board.

Bob Teichman
Originally from rural Scioto County, Ohio, Bob Teichman has been a member and Past President of the Jackson County United Fund since the mid-1980’s. He retired from AEP in Columbus, Ohio as an Operations Manager and now has his own technical consulting business. He has served on many local and area boards and organizations, including: Past President and member of Board of Directors, Jackson Area Chamber of Commerce; Past Chairman and 9 year member of the Shawnee State Board of Trustees; Past Executive Committee Chairman of the Jackson County Republican Party; past member of the Jackson Jaycees, and has served as an officer in many local fraternal organizations, He is a graduate of both Marshall University and Shawnee State University. He and his wife Judy reside near Wellston. They have 5 children, 5 grandchildren, and 3 great grandchildren, with one more expected in early spring 2025.

Kat Rinehart
Kat is an engineer and community advocate. At work, she is a principal electrical and controls
engineer and manager at General Mills. She has a unique background in technical leadership, combining engineering and maintenance experience with technical team development. She is a graduate of Ohio Northern University.
Kat has a passion for creating opportunities in her community through education, training, an
experiences. She has served on the boards for the Jackson Northview Elementary PTO, Child
Development Center of Jackson County, Rio Grande Community College, and Jackson Band Boosters.
Kat and her husband, Ben, and their 2 sons reside in Jackson.
